Institute of Scientific and Technical Information of China (ISTIC)
The institute of Science and Technical of China (ISTIC) was funded in October, 1956 at the initiative of late Premier Chou En-lai. It is a national scientific and technical information service institute directly under the Ministry of Science and Technology. Now it consists of 7 functional divisions, 6 operational centers and 3 corporations. Main areas of activities include: S&T information analysis and policy research; scientific and technical document services oriented towards various innovation entities; diffusion of new technologies and management of advanced S&T service platform; training and further education of information professionals; management of some learned societies; and book publishing. In addition, ISTIC shoulders the important mission of maintenance and development of the National Engineering and Technology Library.
In the past 50 yeas, ISTIC has made great contributions to the development of China’s science and technology and the prosperity of scientific and technical information enterprise. As a scientific and technical information research institute at national level, ISTIC has enjoyed a high reputation at home and abroad. Many of its research achievements and important projects won awards at national, provincial or ministerial levels. Meanwhile, ISTIC has been active in taking part in international cooperation and academic exchanges. It is a member of several international organizations and programs such as UNESCO’s Information for All Program (IFAP), with some ISTIC experts taking the leading positions in relevant international organizations and programs. ISTIC also undertakes international projects in the fields of scientific and technical documentation, basic research of information science, and human resources development. In addition, it has established stable cooperation with major documentation and information organizations of many countries, including USA, Germany, Canada, Japan and Korea etc., hence acting as a window for China to conduct international cooperation and exchanges in information field.
In the years to come, ISTIC will bring into full play its four leading advantages in organizational management, operational mechanism, business activities and human resources, and strive to become one of China’s first class institutes and also one of the famous organizations in the world. It will forge a new “centers”: scientific and technical information management and service center, an academic research center for scientific and technical information, and training center for information professionals, and hence make a contribution towards the social harmony and the implementation of the Strategy of Invigoration China through Science, Technology and Education.
Resource Sharing and Promotion Center (RSPC)
As a research center under the Institute of Scientific and Technical Information of China (ISTIC), Resource Sharing and Promotion Center (RSPC) is engaged in theoretical research on scientific and technical (S&T) resources and government/industry-related S&T resource applications. Its main tasks include performing S&T resource management entrusted by the Ministry of Science and Technology (MOST) or other related government agencies and industrial organizations, promoting research, practice and service in the field, facilitating the integration and sharing of national S&T resources, conducting competitive intelligence study, and driving the transfer of practical technological achievements and the dissemination of patents, standards, as well as technological, economic and trade information.
Tasks:

RSPC is primarily committed to the monitoring of the research on the development of S&T sharing mechanisms, models, policies, technologies, products and services in the world. In the meantime, it undertakes research projects on related subjects, develops reports on such projects and provides pertinent information service.
• information resource integration
Based on theoretical study on resource sharing, RSPC provides government information resources sorting, integrating and consulting, as well as system design, integration and development services to focus on the information integration and application needs of government agencies of different types and levels.
• Industrial information resources integration
Based on theoretical study on resource sharing, RSPC focuses on primary information resources integration and application needs of key industries. Aiming at continuously satisfying the demands of industrial development and integrated innovation, it builds information service infrastructure for key industries, as well as technological, economic and trade information resources. It also provides information and competitive intelligence consulting service.
Information Quality Lab (IQL)

The IQL’s vision is to be recognised as a world leader in delivering information quality services focused on facilitating decision-making processes and on improving customer satisfaction.
The mission of IQL
The IQL works as part of ISTIC and with its stakeholders to develop standards, concepts, methodology and frameworks to help executives, decision-makers, researchers and other scholars address the information related challenges. The validity of our works is ensured by the active collaboration and participation of various key government, R&D, production and service industry, institutions and organisations at national and global levels.
This mission can be achieved through maintaining IQL as a viable laboratory that:
• Develop standard for quality collecting, processing and dismantling data and information. This includes also national statistical data and information related to economy, finance, healthcare and population topology.
• Develop tools, techniques and methodology for information
• Pursues world-class research, research and practices on information quality.
• Collaborating with other academic and research institution in providing internal and distance-education on information quality.
• Engages with communities, business and government through ongoing and mutually beneficial partnerships.
